Pasadena, CA- Cannabis industry professionals who have invested time in education on the legislation surrounding the ever-changing industry could have a major advantage as lawmakers take steps toward regulation for the state’s multi-billion-dollar medical-marijuana industry.
The series of new legislation that is expected to be signed into law has a few key provisions; these laws will offer protection for businesses and employees against prosecution under criminal law, and asset forfeiture providing the enterprise operation is in full compliance.
The legislation will make available several different types of marijuana business licenses that apply specifically to the industry and differentiate between cultivators of different sizes, plant nurseries, and dispensaries.
Medical cannabis will be subject to certain requirements that would necessitate testing and labeling in order to determine potency and contaminants.
Larger dispensaries and license holders will be able to legally deliver medical marijuana to their patients. Local government will still be able to ban some deliveries via ordinances but businesses and business owners will be protected.
For-profit and Non-California investors and owners will now be permitted to take part in the medical marijuana industry. Businesses will have more categorization options for their operations and will therefore be able to more accurately describe their individual entities.
Patients will still be permitted to grow their own medical marijuana but grow space will most likely be limited to 100 square feet and patients will be limited in their ability to give, sell, or donate cannabis to another person without a proper license.
Collectives and Cooperatives will be slowly phased out but will be allowed to operate as long as they are in compliance with local rules and ordinances until January of 2018.
Medical marijuana will be tracked and traced from the earliest stage to completion of the cycle. The names of people and their respective medical conditions will remain confidential.
The department of Consumer Affairs would be the primary agency tasked with regulating the marijuana industry. Several other agencies like the Department of Food and Agriculture and State Department of Public Health would be involved in regulating certain corresponding aspects of the industry. The Dept of Pesticide Regulation for developing pesticide standards; and the Departments of Fish and Wildlife and State Water Board for protecting water quality.
While California was the first state to approve medical marijuana, progressive cannabis supporters fear that the state may get left behind as other states embrace recreational cannabis use along with the millions of dollars in revenue that accompanies it.
Fears aside, this most recent legislation is the most historically significant in almost two decades and paves the way for, at least, a working template for the potential regulation of marijuana if it were to become legal.

cannabis legislation and the various ways in which that legislation affects business owners. As the laws continue to change we adjust our curriculum to account for those changes.” Boyadjian continues to state, “We’re currently working on integrating the new legislation into our curriculum and plan to include course information on what we hope will be the eventual total legalization of cannabis.”

The solar project, located on the rooftop of Diamond Head Industrial Mall at 210 Willmott Street in Cobourg, is a shining example of how property owners are working together with Ontario Solar Provider to take advantage of Ontario’s Feed-In Tariff program. Through its rooftop lease model, Ontario Solar Provider builds, owns and operates the solar system on the client’s rooftop at no capital cost to the property owner. The property owner benefits from having solar onsite and monetizing what is otherwise unused roof space.
“By choosing to partner with Ontario Solar Provider for solar on its facility, Diamond Head is supporting the development of renewable energy and a cleaner Ontario electricity grid, while earning additional revenue and spurring the local economy” said Christian Wentzel, Chairman, Ontario Solar Provider.

The project was developed, engineered and installed by Ontario Solar Provider, which manages every aspect of solar seamlessly, from start to finish. KB Racking, Ontario Solar Provider’s affiliate, supplied their EkonoRack 2.0 mounting solution – a lightweight, durable system designed for rapid installation. The KB Racking team designed the system layout to ensure as much energy as possible could be generated from the rooftop, while adhering to local codes and standards. The solar installation is also fitted with a Schneider 500 kW central inverter and high efficiency Trina solar panels provided by Silfab Solar Inc., all locally sourced from Ontario.
The 600 kW system will generate an estimated 690,000 kWh of clean electricity annually, mitigating the effects of 55 tonnes of carbon dioxide from Ontario’s electricity system – equivalent to powering 70 homes per year. Apart from its environmental benefits, the project has generated a number of construction, engineering and project management jobs, boosting local economic growth. In addition, the Mississaugi First Nation has partnered with Ontario Solar Provider for a minor equity interest in the solar installation.

Galt CA-During the past 72 hours the Performing Animal Welfare Society has once again been in the news. Their ARK2000 sanctuary is located in San Andreas California and is perilously close to the 64,728 acre Butte Wildfire. This out of control wildfire is now over 100 sq. miles in size with little sign of slowing down. What makes this fire more dangerous than normal is that it has no single direction. In fact one refugee camp has had to be moved twice to avoid a shift in the flames direction.
ARK2000 houses 8 elephants, and numerous other animals including Big Cats and Bears. They are regulated by the United States Dept. of Agriculture as well as California Fish and Game and their Accrediting body, the Global Federation of Animal Sanctuaries (GFAS).
The USDA AND the GFAS require the each facility to have a Disaster Preparedness/ Emergency Evacuation plan in place yet yesterday, when told to evacuate, a director at PAWS facility told Sacramento’s ABC10 there was no way to prepare for a “monster fire” like the Butte fire. They have sprinklers going on the cages and enclosures, but they cannot evacuate because of the size and needs of their animals. The fact that they have taken the immense responsibility to care for these animals, and have spent millions in donor funds, yet have NO equipment to evacuate, especially in a State KNOWN for wildfires is not only unbelievable but is incompetent at best and, in our opinion, criminal at worst.
PAWS policies include their version of Protected Contact where they believe in allowing their animals to make their own choices including whether or not they want to participate in “training” sessions. This system has continually caused failed at their facility as they have been unable to perform regular foot care, medicate animals, and even reintroduce three companion elephants back together after separating them for transport. Ironically PAWS has been a key player in lobbying and distributing misinformation about California’s SB716, a bill sitting on Gov. Brown’s desk that would ban the very tool that, in the hands of competent trainers, would have allowed them to walk the elephants into a transport trailer and possibly save their lives.
Since the news broke that the fire was within 10 miles of ARK2000 there has been an overwhelming outpouring of offers to bring trucks, equipment, and manpower to help evacuate ALL of the animals from the very people PAWS attacks. USZA members have joined with Zoos, Circuses and other Private owners who have offered to put aside their philosophical differences and do what is right for the animals. Unfortunately, these offers have fallen on deaf ears. At one point PAWS acknowledged the generous offers of help on their Facebook page and one of their supporters remarked that they would bring marshmallows and roast them over the dead bodies of the animals before letting the abusers help.
Equally troubling to USZA members is the absence of any inspectors from the USDA. By law they have the authority, both legal AND moral, to step in and confiscate the animals to ensure their safety yet they remain conspicuously absent. What is the GFAS doing to help? How can they accredit an animal facility that has no way to implement an Evacuation Plan? This is yet another Red Flag that not all is well in the Sanctuary world and that maybe, just maybe, the USDA should be inspecting GFAS Accredited facilities more often.
With the fire inching closer, the trapped animals at ARK2000 are undoubtedly suffering not only psychological trauma and stress from the smoke and ash falling all around them but physically from the extremely poor air quality, all of which may cause lasting health problems if they do survive. In the absence of any request for help all we can do is ask you to join with us in hoping and praying for the safety of the animals that have been abandoned by all but a few of their caretakers, forced to fend for themselves in this negligent situation.

He is former President of the Greater New York Chapter of ACSM. He was appointed USA Team Physician in track and field for the 1999 World Indoor Championships in Japan.
